feat: welcome postgres 12!

Summary

This PR upgrades dev database configuration to use postgresql 12.10. From #3309, these are the deliverables that've been completed in this PR:

• Developer documentation should inform the user to install PostgreSQL 12.
• The docker compose configuration should use PostgreSQL 12.
• The Github CI workflow should be pinned to PostgreSQL 12.
• All tests should remain passing.

• Any new interactions have been added to the QA Sheet
• Critical and brittle code paths are covered by unit tests
