Show resubmit channel to community library CTA after channel publish #5451

Overview

Display a modal with a CTA to create a new submission to the Community Library after publishing a channel that already has CL submissions.

Clicking on the "RESUBMIT" button will open the create submission side panel to resubmit the most current version.
- Note that the information on the create submission side panel will be out of date because by that time the channel hasn't finished publishing yet, but that will be fixed once we merge Add loader if channel is being published and community library side p… #5523. So no worry about it!

There is no need to show the version published date on the CTA modal; we can just show "{Channel} v{version}..."
