Hotfixes - Mastery criteria drop-down is moving along with the scroll-bar

Observed behavior

If I click on the mastery criteria drop-down while editing an exercise and I scroll down I see the drop-down options moving in the same direction.

Expected behavior

The drop-down options should not get detached from the field while scrolling.

Steps to reproduce the issue

1. Go to https://hotfixes.studio.learningequality.org/en/accounts/#/ and sign in
2. Open an exercise, click on the mastery criteria (Goal) drop-down) and start scrolling using the mouse wheel.
