Unstable - The selected chips disappear on their own

Observed behavior

When creating/editing the details of a folder or a resource the selected chips keep disappearing on their own. This seems valid for all multiselect fields such as 'Learning activity', 'Level', 'What you will need' etc

Expected behavior

Any selected chips should remain unless removed by the user

Steps to reproduce the issue

1. Go to https://unstable.studio.learningequality.org/en/accounts/#/ and sign in
2. Create a folder or upload a resource and attempt to select several values for the 'Learning activity' field

@bjester - I have just noticed this also occurring with the checkboxes for accessibility, when doing testing for #3510. I'm guessing it's a similar/related cause, but just wanted to mention that, in case it needed to be handled in multiple places.
