Resolve untranslated strings for user-scoped features

Background

We added the ability to expose features to subsets of users through the user-scoped feature flags enhancement. If we add strings for features through this ability, we may choose to delay translations until we have more finalized copy as the feature matures, or avoid unnecessary translations if we choose to remove it in the future.
