Reinstate synchronous resource size calculations with lower threshold

Summary

Follow up to issue #3084 which disabled synchronous calculation of channel resource sizes. In testing, it took some time for the task to be processed, so it does indeed seem useful to keep synchronous processing, but with a significantly slower threshold.
