Wrapper.download_annotation_archive() で SimpleアノテーションZIP ダウンロード時に、アノテーションZIP生成ジョブ実行中（HTTP 409 / WORKER_ALREADY_INVOKED）であればジョブ完了まで待機してから再取得するようにし、ダウンロード成功率を上げるPRです。
Changes:
download_annotation_archive()にジョブ待機用のパラメータ（job_access_interval,max_job_access）を追加- HTTP 409 かつ
WORKER_ALREADY_INVOKEDを検知した場合にwait_until_job_finished(gen-annotation)を呼んで再取得する挙動を追加 - 上記挙動に関するdocstringを追記
