This adds `ok-to-test` and `area/depenency` labels to the PRs opened for dependabot updates, primarily to make sure tests are automatically run. Signed-off-by: Sean McGinnis <[email protected]>

It could. I'd be a little hesitant about doing that for all dependencies though. But for specific groups like k8s updates, we probably could assume they are either safe, or that we would need to fix any breakages anyway.
