Release packaging for v0.29.0. Ships the beta→stable promotion pass from #130.

Summary

• Version 0.28.0 → 0.29.0
• CHANGELOG [0.29.0] finalized + docs mirror synced; README "What's New in v0.29"
• Version stamps → 0.29.0 (ARCHITECTURE, COMPATIBILITY, CONTRIBUTING, HANDOFF)
• docs/llms-full.txt regenerated via scripts/build_llms_full.py (idempotent --check)

Release contents (the 0.29.0 theme, merged in #130)

24 mature toolbox tools → @stable; orchestration/patterns/policy module promises → stable; SessionSearchResult + PlanningConfig promoted. Held the 5 v0.27.0 additions and the evals module beta (data-driven). New scripts/stability_audit.py.
