This PR modifies the smallbaselineApp_aria notebook to be used on ASF's openSARLab to work with staged input files on the S3 bucket.
The "Use_Staged_Data" flag at the top of the notebook will determine to use the data on S3 bucket or not.
"Use_Staged_Data = True" means the input data (inputs/ifgramStack.h5 and inputs/geometryGeo.h5) will be downloaded from S3 bucket.
if "Use_Staged_Data = False" and the inputs already don't exists then aria-tools will be used to download aria data.
