Upstream to RustCrypto?

I was curious if you might be interested in upstreaming this to https://github.com/RustCrypto/AEADs, where we can also code review it in the process, and help with updates to future releases of e.g. the aead crate.

We also have the ocb and ocb3 crate names it could be published under.
