`cabal check` wants me to add `CHANGELOG.md~`

Lifted from #8657 (comment) for greater visibility:

$ cabal check
...
Warning: Please consider including the file './CHANGELOG.md~' in the
'extra-doc-files' section ...

I think #8657 should get a fixup before the 3.10 release to exclude such backup files.
