Adds travis config so tags are automatically deployed to PyPI

Coverage Status

Coverage remained the same at 99.636% when pulling 3dfd464 on auto-deploy into 08c5995 on master.

Unfortunately, uploading with these credentials failed. Can you verify that "travis encrypt" was been executed in the right directory?
