The will make it so that release-please will only propose snapshot bumps if any snapshot bump is required. After the snapshots are updated, then it will propose any regular releases.

The will make it so that release-please will only propose snapshot bumps if any snapshot bump is required. After the snapshots are updated, then it will propose any regular releases.
