Filled in additional installation instructions for the CLI tool after downloading.

Testing

None needed; docs change only.

Once downloaded, open the zipped file, and place the executable appcfg in `~/.local/bin/`.

I would recommend that on Mac OS X and Linux the files should be copied to /usr/local/bin which should already be be in the path.

We also need instructions for Windows. I.e. so we need a section for Mac OS X / Linxu and one for Windows.

From what I've read ~/.local/bin/ is a more modern location for tools like this because it doesn't require sudo.

I agree with this. The current instructions seem specific to mac/linux.
