Extract redaction patterns for re-use

The blackbird team was asked to redact user queries because they are tripping detection systems (https://github.com/github/blackbird/issues/7028).

I ported the patterns in this repo to Go, but we also need to do Rust. This would be easier if the patterns were in a reusable form, like a separate file.
