Fix daily-issues-report workflow failure caused by lockdown: true without custom token

The daily-issues-report workflow was failing immediately because lockdown: true requires a custom GitHub token secret (GH_AW_GITHUB_TOKEN or GH_AW_GITHUB_MCP_SERVER_TOKEN) that isn't configured in this repository.

Changes

• .github/workflows/daily-issues-report.md: Removed lockdown: true from the tools.github config. The workflow only needs read permissions, so the default GITHUB_TOKEN is sufficient.
• .github/workflows/daily-issues-report.lock.yml: Recompiled — the explicit lockdown validation step is replaced with the automatic lockdown detection step, which works with the default token and still enables lockdown opportunistically when a custom token is present.
