ParseTargetConfig explicitly rejected "*" as an invalid target-repo value, causing the entire safe-output config to return nil — silently omitting the tool from tools.json with no error.

Changes

safe_output_builder.go — ParseTargetConfig now uses parseTargetRepoFromConfig instead of parseTargetRepoWithValidation, allowing "*" as a valid wildcard meaning "any repository." Create operations (create-issue, add-comment, etc.) are unaffected — they validate via separate validateTargetRepoSlug calls.
safe_outputs_tools_generation.go — addRepoParameterIfNeeded now injects a repo parameter into the tool schema when targetRepoSlug == "*", since the caller must specify the target repository at runtime. Description reads: "Any repository can be targeted."
