Apply the correct labels (bug, observability) so it enters the normal triage flow, and cross-link it to the audit-workflows finding that 3/14 failures reddened AFTER the agent completed (discussion #46930).

Expected Impact

Restores failure-based alerting: DevOps filters on otel.status_code = ERROR currently see ~0 failures while the Actions UI shows dozens. Labeling routes it to the observability owners and prevents it falling through the backlog.
