`create-pull-request` and `push-to-pull-request-branch` use a 1MB limit. It's a bit cruel to spend credits and then see an automated run fail just because a 1.1 MB file was created automatically created using a tool. In today's cost-constrained times I think a default of 4MB, 8MB or 16MB may be more appropriate.
