The awf-cli-proxy P0 cascade (#37721) is generating a flood of individual [aw] * failed issues — 41 open [aw] failed issues currently, with 25 action_required conclusions in the last window. The rollup #37721 already labels members cascade-suspected, but the individual issues remain unconsolidated noise. Build/run an agentic triage pass that links every cascade-suspected-labeled [aw] failed issue to parent #37721 (as sub-issue or comment cross-ref) and is ready to batch-close them once the root cause is resolved. Do not attempt to fix the cascade root cause itself here — that is tracked separately in #37721.

Expected Impact

Collapses dozens of duplicate failure issues into one trackable rollup, cutting triage noise and making the real P0 owner-assignment unambiguous. Recommended directly by the Agent Performance Report (#37833).
