Copilot-engine egress to api.githubcopilot.com is restored and scheduled Copilot agent steps now run with normal token usage. audit-diff of the failed incident run vs a recovered run shows the model endpoint going from 0 → 10 allowed requests. This daily-scheduled workflow has not yet re-run since the morning incident; recovery is covered by the systemic egress fix and will be confirmed on its next scheduled run.

Closing as part of the systemic-incident batch-close. See #37780 for full evidence. If this workflow's next scheduled run genuinely fails again, the auto-filer will open a fresh notice.
