Change return type of `withErrorBoundary`

Description

#17230 introduced memo which changes the underlying type. We should change this to React.MemoExoticComponent.

Do we? To the user there is effectively no difference, and using memo is just an implementation detail. Changing the type also reduces the flexibility we have in the future (let's say we want to remove memo for future versions of React).
