This has been partially done by @dlespiau, as part of his series work. However, it's useful enough to stand on its own two feet.
This will replace the XML-RPC interface, so a method of deprecating this interface should be found.
This change does not include adding additional features to the REST API (these should be done separately) - just porting the existing XML-RPC features.
