chore: move pytest configs into a pytest.toml

In order to streamline the pyproject.toml we should move the pytest configs into a pytest.toml

Closing as invalid. Pytest does not support pytest.toml as a configuration format. The only supported formats are pytest.ini, pyproject.toml (recommended), tox.ini, or setup.cfg (legacy).
