## Language Tooling Expansion

Treat the language-tooling expansion as a durable building-block change inside
`swift-lang`. It removes the need to improvise syntax, compiler, semantic,
index, and LSP decisions inside the broad modernization workflow while keeping
Apple SDK, Xcode execution, package extension, and server framework ownership
in their specialist plugins.

First wave:

- `choose-swift-language-tooling` routes by information model and project shape.
- `swift-syntax-tooling-workflow` owns source-accurate parsing and transformation.
- `swift-compiler-inspection-workflow` owns driver, compiler phase, and emitted-artifact inspection.
- `swift-semantic-indexing-workflow` owns SourceKit, SourceKitten, compiler index store, and IndexStoreDB decisions.
- `sourcekit-lsp-workflow` owns language-server integration and diagnosis.
- Every workflow treats Swiftly and Xcode as separate first-class toolchain
owners, records both resolvers on macOS, and forbids mixed-toolchain evidence.

Second wave:

- Add `swift-api-surface-analysis-workflow` for module interfaces, symbol
graphs, API digester baselines, API-versus-ABI compatibility, release
comparisons, and documentation inputs after concrete fixtures establish the
stable output and versioning contract.

Keep both waves as portable instruction skills. Export them through the Hermes
skill tap; do not add a compiler wrapper, MCP server, or native host plugin.
