Thanks! I'd noticed this while working on the tool and was wondering what tuneup was and how it differed from dart analyze, but hadn't had time to look into it.

This PR switches from using
tuneupto analyze the repository plugins to usingdart analyze. 'dart analyze' works the same (it uses the analysis server) but is a more modern implementation compared to tuneup.Pre-launch Checklist
