Is this used anywhere now? Could we adjust the argument instead of adding a second param?

It's still used in all of the channel names that the test implementation listens to. That's what makes this so fun: the channels have to use the user-provided value or the code will fail at runtime, but the import has to use the actual enclosing package, or the code will fail at compile time, and they aren't always the same.
(It's possible that this will only ever actually affect our tests in practice, but it could happen to anyone with an equally niche setup.)

Eliminates the
mock_handler_testersub-package, which existed just for a single unit test file and required duplicatepigeons/message.dartoutput generation with bespoke test wrappers, folding that test into the shared harness and generation system. This also eliminates an entire test suite from the test harness since it's now part of the rest of the Dart unit testing.This surfaced an edge-case problem with the new package name override, which is that if the override doesn't match the actual dart output location, generated Dart test output won't compile because the import will be wrong. This addresses that by passing the actual package as well to the test generator.
