This pull request removes the bringup: true flag from the Linux_android_emu android_display_cutout test in the .ci.yaml configuration file. By removing this flag, the test is no longer marked as flaky and will become a required check in the CI pipeline. This change is being made under the assumption that the underlying flakiness, related to NDK downloads, has been resolved.
