The netns-tunnel-test job only ran ping_across_yipd_tunnel; wire in ping_across_yipd_tunnel_under_loss and arq_recovers_bulk_loss too (release yipd built for the ARQ Bulk flow), each with a needs-root honesty guard. Also fix the test-binary extraction to grep for tunnel_netns (a bare tail -n1 could grab the yipd daemon binary instead of the test harness).
