Mostly just a simple move from `setup.cfg` -> `pyproject.toml`. Had to reformat the description in `__init__` a little though.

Builds upon #382. This will allow us to speed up the test suite significantly (and the online tests were broken anyhow).
Also adds Python 3.7 CI testing.
In the future, we should use something like vcrpy to run the test suite.
