This PR closes https://github.com/elastic/docs-content-internal/issues/543 and adds the new
can_read_param_valuessub-feature privilege for 9.x docs. It enables administrators to grant read access to Global Parameter values without requiringsuperuserorkibana_adminroles.@jasonrhodes I've added this info to the Work with params and secrets docs, but if we don't want to broadcast it so widely, we can remove that section and only mention it in the warning on the same page.
