[Internal][Alerting][9.3 & Serverless]: Document changes to the "no data" option for the Metric Threshold rule

Description

In 9.3, the "no data" option for the Metric Threshold rule is changing. Now, users will have more control over how and whether they're alerted when data stops being reported. More info in elastic/kibana#247669.

• Update the Metric Threshold rule with the "No data" option #4698 for 9.1, 9.2, and 9.3
