Source build creates duplicate PackageReferences

This causes multiple PackageReferences to the same package to be added by

Should these targets filter out duplicates based on repo name?

I couldn't figure out the best area label to add to this issue. If you have write-permissions please help me learn by adding exactly one area label.

@dotnet/source-build-internal This issue is blocking changes to SDK repo.

The SourceBuild element can only be placed on one dependency per repo. This is not a very good UX. I thought there was an issue on this but I am not finding it at the moment. I will log one.

Remove the <SourceBuild RepoName="sourcelink" ManagedOnly="true" /> element from all sourcelink dependency except one.
