This is targeting release branch, is this on purpose @mmitche? We normally flow the code from main into releases anyway. |

I assume because this branch is what flows into dotnet/sdk main via darc. If you don't merge release/dev17.4 into main then yeah this PR should probably be retargeted. |

For VMR builds, pass the restore config file (nuget.config) file arg to the bootstrap builds.
