This is the initial implementation of Microsoft.Diagnostics.NETCore.Client library. This will be released with version 1.0.0-preview, and when I feel that enough customers have validated it that we can match it with the rest of the diagnostics OOB packages and bump up the version to 3.1.

This gets the DiagnosticsClient library to the release branch so that it won't have the preview tag on it anymore.
