There's a chat message that is displayed upon a player joining, telling them that NoEncryption is enabled and running.

An example in the 1.19.3 module

A command without the chat message wouldn't be ethical due to a player not knowing that NoEncryption is installed, combined with alot of servers having the plugins command blocked.
