[Performance]: Implement a custom useDebounce hook for search inputs

As the platform grows, typing in search bars like in the Resources or Community sections fires too many queries or filter renders on every keystroke. Create a reusable useDebounce React hook and apply it to our search inputs to delay the filter execution by approximately 300ms, drastically reducing unnecessary renders and potential database reads.

I'm a GSSoC'26 contributor and I'd like to work on this issue.

My approach:

• Custom Hook: I will create a reusable useDebounce.js hook in the src/hooks/ directory that returns a debounced value after a 300ms delay.
• Implementation: I will refactor search inputs in the Resources and Community sections to use this hook, ensuring state updates only trigger after the user stops typing.
• Optimization: This will significantly reduce the frequency of filter re-renders and unnecessary API/database queries.
• Verification: I'll verify the fix by monitoring the console or network tab to confirm the delayed execution.

Proposed Approach

• Create a reusable useDebounce hook that delays value updates by ~300ms and can be reused across multiple search inputs in the application.
• Review the existing search implementations in the Resources and Community sections to identify where filtering or querying is triggered on every keystroke.
• Refactor these search inputs to use the debounced value instead of the raw input state, reducing unnecessary re-renders and potential API/database reads.
• Ensure the hook is generic, type-safe, and easy to extend to other searchable sections in the future.
• Verify the optimization by comparing render/query behavior before and after the change and testing edge cases such as clearing the search input and rapid typing.

This enhancement will improve performance, reduce redundant processing, and provide a smoother search experience as the platform scales.
