Adds an organization level README similar to what is on the dashevo org.

The README.md file will need to be relocated into a directory the same as the other org was: https://github.com/dashevo/.github

@rmdash Please merge the PR over here: rmdash#1 to clean up a few things also (it's a PR to the branch this PR is created from, but I promise it won't open a wormhole or anything ♾️ 🙂)

🙈 I lied. Not about the wormhole though. I just pushed a commit directly to actually remove that extra file.

Previously, all development related to Dash Platform happened under the dashevo GitHub organization. However, we have since archived the repositories in dashevo and moved everything to the current dashpay GitHub organization.

By consolidating all Dash-related activities under one organization, we aim to simplify the process of developer contribution to both Dash Core and Dash Platform.

Do you think guys it makes sense to explain this here as well? I feel like there is much more critical information about dash and development that we can put here instead. I think having "redirect" from dashevo org should be enough.
