Remove the old cirrus.yml file as cirrus is gone there will not be any more updates, also drop the github action special case, the skip-ci things was meant for cirrus ci since it of course was not using any actions. The title is just confusing now that we use gh actions.

Note while I have plans to move this to the new automation repo in podman-container-libs I Think it is still worth doing here, we still have repos in containers/ that use renovate, i.e. netavark or conmon.

should be a simple fix for now at least

Long term I guess most of the code in this repo is basically useless so we need to think about what we want to do with it.
