When working on changelog, Marco suggested in #6856 (review) that we should bump columnar version to 11.3 as well. This PR aims to contain all the necessary changes to allow upgrades to and downgrades from 11.3.0 for columnar. Note that updating citus extension version does not affect columnar as the two extension versions are not really coupled. The same changes will also be applied to the release branch in #6897
