Dead link to existing plugin extension hooks

Dead link in https://www.chartjs.org/docs/master/developers/plugins/#plugin-core-api in the anchor to go to the jsdoc about existing plugin extension hooks, also dont find the file.

Restore V2 version of the doc or implment the jsdoc

Looks like that might have been broken when we switched to Typedoc. But I can't find IPlugin in those docs. https://www.chartjs.org/docs/master/typedoc/

Seems like @kurkle tried migrating the interfaces but couldn't get it to work nicely to be genereted from te existing jsdoc in #7090

It looks like it was removed in #8112.

There's a new version of TypeDoc, which has had major changes (might be a complete rewrite almost?) and a new "library" mode that we should use. It didn't support JSDocs until last night (TypeStrong/typedoc#1214), so I haven't had a chance to try it yet. If the new version correctly generates with IPlugin I wonder if we should add it back. Or alternately we could perhaps try generating the TypeDocs from the .d.ts files.

I tried generating the docs from the source and the types folder like Kurkle did in the pr I mentioned above, it looks like it generates it correctly but it shows a whole lot of files which I think Kurkle mentioned as it was too much that's why he never merged it

Is there any temporary workaround? I am currently upgrading plugin https://github.com/ciprianciurea/chartjs-plugin-doughnutlabel to support v3 and a little struggling with core plugin API part (I am adding new features to plugin)
