load or create mgr keyring
credentials for clients can be placed there too and service1 may be not allowed to access the key of service2 so don't touch the rights within the directory
the resource will interpret this as two lines
mgr keyring setup
this is needed if rgw user should have limited rights and eg. rgw nodes should not have ceph admin key
switch off ceph-admin-secret loading with create_ceph_user
The chef_vault_item helper allows for easier testing in kitchen etc., since it will gracefully fall back to reading unencrypted items.
Fun story about delete!: 1. It mutates the string, which I think is evil, always. 2. It returns the mutated string, which is weird. 3. It *only* returns the mutated string if there was a change, otherwise it returns nil.
Use chef_vault_item helper and fix use of delete!
Limit chef-sugar version because >=5.0.4 need Chef >=13
