BIP327,353: Update to Final and Proposed instead of Active

A BIP status of Active is only for Process BIPs.

• BIP 327 should be Final, not Active.
• BIP 353 has an open PR with test vector additions, should be Proposed.

Proposed might be appropriate, or wait a bit for Final, as 327 has #1964 and 353 has #1912.

I edited the OP.

My take is:

• BIP 327 was already Active/Final, but there is a PR proposing to add a comment regarding usage open for that (Caution on tweaking in bip 327 #1964), so it should be updated to Final, as that is the correct status for its type.
• BIP 353 should probably just be proposed, as there is still the open test vectors (Add some BIP 353 DNSSEC proof test vectors and links #1912)
