When bubble rows have tags at the bottom, we can get some jitter when the mouse sits at just the right spot while dragging the divider. I'm not entirely sure yet why this doesn't happen when there are no tags. But this change makes sure we don't move the divider unless there's enough overlap while dragging.
It also turns off hover styles while dragging.
