feat: URL Shortener function

What does this PR do?

Adds a URL shortening service

• POST endpoint that returns a JSON response containing short url
• GET /:shortPath redirects to original url
• Setup script to provision database collections

Test Plan

You can run the function locally by creating the neccessary .env and executing npx appwrite-function-utils dev src/main.js
