I don't believe the check failures are caused by this PR. I made a test PR to 8.1.x with no substantial changes, and it appears to have the exact same failures: #8883 |

Backport #7473 to 8.1.x
#8880 backporting #7499 should be merged together with this. Both are necessary to fix the issue, no release should have one without the other.
