Disk initialization failure with wait_for_cache==3 does not stop traffic_manager from retrying

If there is a disk failure on start up and wait_for_cache is set to 3, traffic_server shutsdown. But traffic_manager keeps retrying even though it is highly unlikely that future attempts will succeed without outside intervention.
