The failing test is a new one from #62975 which ensures we use the right PR number in the news fragment file name. This PR is intentionally adding a news fragment for a previous PR which should have had one but didn't. All other tests pass and there are multiple approvals, so I am going to merge per @XD-DENG 's advice on the Slack chat. |
