Move user compactions to the manager

The is follow on work to #3460. User compactions needs to be moved to the manager. The FATE operation needs select files, store the selected files in the metadata table, and refresh hosted tablets (like the bulk import operation does). Need to remove the code on the FATE operation that asks tablet servers to compact. The tablet management iterator should react to tablets that have a set of selected files and cause compactions to be queued.

This was mostly done in #3513. For what #3513 did not cover, more specific follow on issues were opened. So closing this issue out as its covered by #3513 and its follow on issues.
